This is a Cessna 1966 150F Control Lock with a Horizontal locking pin.  Shop made by an A&P with 3/16 stainless steel rod and 32K aircraft aluminum paddle to cover the ignition switch, and markings to remind you to remove it before flight. 
This lock is designed to fit a 150F. This does not cover the pull handle or the key or the master switch, instead it blocks the throttle and or radio, witch is needed for start and taxi. It's paddle extends to the right of the yoke 9.5" and down 1.5 '.  with a horizontal locking pin.
